If Master's are the people that initiate a promotion

All sorts of people can/do suggest others for promotion....to Master, as well as other levels too.  Each has valid input, but it's a majority decision at Wizop/Admin level that determines who joins their ranks [Master].

There's certainly no 'conflict of interest' at all....

I keep my eye open everyday to nominate people to the various levels from apprentice to master.  So as Jafo has said, no conflict of interest.
