Could someone tell me what program is used to display icons as shown in this SS?

I have IP, but my icons don't display as in the SS, those are much larger.

For larger icons, open IconPackager > Settings > Windows Settings > Icon Size > set the size you want > Apply.

Then that makes my start menu icons larger as well, which makes them distorted.

Then use IconX to change the size of the desktop icons.
