"There are two possible causes for this
1) Not all the files were installed on your computer. This would typically be caused by an antivirus package breaking things.

If you have just installed a fresh copy of Windows on your computer, you should make sure all updates from Microsoft are installed and rebooted. You could also try to temporarily disable any security software running while installing Windowblinds.
For other users with fresh installs of Windows, manually updating root Certificates has been the solution to that error. You can find how to do that here, if the problem still persists. https://woshub.com/updating-trusted-root-certificates-in-windows-10/
