I believe (someone correct me if I'm wrong) that since its a preorder Stardock isn't sending out the email (or charging) until its shipped. I recieved the receipt e-mail within an hour or so. They're not charging, or sending the temporary serial number until later.

GalCiv is like the Smash Brothers of 4X games. That is, there isn't all that unneeded complexity that other 4X games tend to have, but the gameplay is pretty deep once you get into it nonetheless.
The extra stuff is included in the collector's edition package. That is available via preorder from some stores in U.S. (sadly, only the U.S. by the sounds of it). You'll likely want to check with the store to be certain that they're offering it. Judging from the Pre-Order page, EB Games, Gamestop, and Walmart will be the best bets to check.
$10 to shipping to get the box from Stardock - and overall I will end up paying $17 extra. The Stardock Store site says that it's only $5 shipping in North America , so you can shave a bit off that price.
If it's anything like GalCiv 1, it could have a large impact on your relationship with other races. The good races tend to stick with other good races, and war constantly with evil races, (the evil races seem to just war with everyone). Beside diplomacy and the alignment-specific technologies, there's probably no difference.
All of the game's UI elements are Desktop X objects, so they're modifiable with the free download of Desktop X. Also, you can change the UI's overall colour when you set up a custom race, if I recall correctly.
One of the things I liked most about Galactic Civilizations was the lack of copy protection. I bought the game, I appreciate that I'm not treated like a potential criminal
Some of the themes are nasty (like any skinnable program), there's some good ones but they all feel clumsy to work with. That's just my opinion of course.
