After having a high enough espionage level on a civ, in the surveillance screen you can check on their colonies and see their layout. You don't need to send a spy to the colony, you just have to have discovered that colony.
Try exiting properties and entering again, or restart Steam.

Just posting some of my thoughts so I won't forget them. If this is a misunderstanding why didn't they contact Brad directly since we know they were in talks? If they, P&F, had a legal leg to stand on why not just send a cease and desist letter to Stardock rather than posting a statement on a blog? Why post the statement on a Friday afternoon when there would be no one at the office of Stardock to make an official response?
