What determines UP vote share? Pop, influence, or something else?

Need upkeep for colony capital currently there is none. Colony modules need to cost triple what they do now. Base population growth should be 0.05 instead of 0.1.
Do you plan on having production and research overflow or have excess lost on item completion? The icon showing if a planet is defended is not visible if the view is zoomed out. Is this intentional?
Invasions are definitely one of the weakest mechanics as is. These suggestions are good.
All good points. Also if they are massing ships on my border, I want to be able to call them on it like they do me.

I just want to second your wish for governors to manage wealth to an approval score. Also I would like them to move production from military to social when I auto upgrade buildings.
Spying is important to get right. If it's not in at launch I don't want to see a haphazard mechanic added later.
1. I want to trade maps. I hate the warmonger penalties in Civ 5. If I get attacked I shouldn't be penalized for winning the war. 2. It's a long mop up phase that is tedious. The end game is usually boring and long t2urn times for AI to process. I like about 12 hours of real time. 3. My favorite part of gal civ2 was the scramble for planets.
I think the background stars, nebulae etc is clutter and distracting. Needs to tone it down.

Saving it in multiples is smart, but I do not like to go back after a "mistake"... It feels like cheating to me, and I do not like to tempt myself. But maybe now...
I would like to see PG = Max pop. Then you would need enough farms to feed the people to realize that potential. So a 26 PQ would need farms to reach 26 billion people, or it would cap at 6 with initial colony. A 3 PQ planet would always cap at 3, etc.
I make my insanely huge planets my Econ. 2 factories, 2 farms, 3 morale, and the rest stock markets. I will drop an embassy or research center if there is a bonus tile for it, otherwise no. I only put a starport there if I am hurting for them. Sometimes I make my 4 and 5 PQ into a mini tax center, but usually like to use them for research and trade goods.
I do not put starports on most of my planets. If it only has 5 or less tiles, it is one factory and rest research. Making ships can get expensive, I do not make more than I need.
Pop growth is one of my favs.
I was playing a DL campaign, and was on track to have my best score ever. Gigantic galaxy, and I had conquered about 90% of it. Mop up duties on the Terrans and Arceans with the Yor and Korx as my allies. I tried to save my game, and comp locked up. I figured I just lost a few turns. Master of Orion 2 had a system similiar to what Seige proposed. If a race had production boni from the population you would keep those. Lead to some cheese. I had empires with very very few of my people and lots of Klackons.
When a world is first colonized does your luck score affect the number and quality of bonus tiles i.e. research etc?
