If you haven't already, push the production to 100% and shove your Military up some. Of course this will affect your Income and morale. To update/upgrade your GalCivII, you need to install either Impulse or SDC (StarDock Central). A quick peek just revealed to me that only Impulse is available from the downloads page. SDC is being phased out and replaced by Impulse. These programs verify that you have a legally purchased program, than they will update/upgrade you. On the sliders (Military, Social, Research) Military builds ships, Social builds planetary buildings and Research does research. You have apparently put Military at zero. The three work interactivly with each other. They represent the workforce of peoples in your Empire. If you put 100% to research, you leave no one to do the other things.
There is no way to disable a single mega-event, its all of them or none (you can turn of the mega-events option). You can however restart from your last save and the odds are that the event won't re-occur.

The third option from the top of the start screen is editors. when clicked, the first option it gives is map editor. This is with TOA only, not DL or DA.
You could use the tech editor. It won't be in tree form, it will be alphabetical. But you can see every tech a race has and read all of their history.

Would it be possible to add a new tech at the end of the terraforming branch, that allowed the creation of a "Genesis Device Module"? It could be enourmously expensive to research and build. And it could have a huge negative hit to your influence. It would change a QP0 to a QP???, after all when a new minor race arrives they get what used to be a QP0 and now its a QP15. And there are events that alter all planets QP in a 2 sector range. (and in cheatmode "Ctrl P" allows you to do
