Toolbars not skinning with Longhorn Slate 4051 for WB.

This is regarding Longhorn Slate 4051 for WB by VooDoo_Freak. I can't get the toolbars to skin as shown in the screenshot. https://www.wincustomize.com/ViewSkin.aspx?LibID=1&SkinID=3665&p=6&comments=1 I have the latest version of WB. Anyone else having trouble? Help if you can.

Do you have WB set to use a selected toolbar icon set. Just downloaded and applied, WB 4.59 beta, works fine.
