Problem with applying suites

I'm having a problem getting Theme Manager (2004 or 2005) to apply or not apply Desktop Wallpapers when I change suites. If the skin in the suite has its own wallpaper, it always overrides the one included when I created with suite using "File/Save Desktop". The reverse is also true. If the suite comes with its own wallpaper image, unchecking to apply the wallpaper is ignored and it is applied anyway.

Is this a known "bug" or is there some setting I need to enable/disable? or perhaps put suites together another way other than using the "Save Desktop"?

Theme Manager 2005, wallpaper unchecked works, wall does not change, Save desktop worked fine,saved wall that was in use. Maybe a corrupt install or download, try uninstall, redownload, reinstall.
Using save desktop to change wall of suite worked, it rewrites suite file.
