Improved Starbase Construction

Here is a suggestion for either the current Galactic Civilizations, or Galactic Civilizations 2. The only complaint I currently have of this amazing game is the fact that starbases can become a very time-consuming endeavor -- especially if the galaxy is rich in resources. Managing the contruction of 10 starbases at once slows the game down siginificantly. Here is my proposal:
Let there be a separate screen for starbase construtcion. This screen would have a list all of the player's starbases currently in existence. It would have the ability to toggle the starbases that weren't built on special resources in and out (in case you just wanted to focus on those that were). This screen would allow players to click on any given starbase, and see what improvements it already had. Players could then select an area of improvements to max out completely (i.e. military, culture, mining, etc.) and then assign one or more planets to produce constructors that would automatically go to that starbase and perform the necessary improvements. Once these planets had produced enought constructors to max out the area(s) of improvement indidcated for that particular starbase, they would stop producing constructors.
I don't know how feasible it would be to implement this feature in the current game. Certainly, one can already set rally points from planets producing constructors to certain starbases, but things would be much easier if the majority of the starbase construction process could be automated. This is not a serious complaint as Galciv already does an amazing good job of eliminating micromanagement (especially through the implementation of governors). Starbase construction is really the only thing that has ever bothered me about the game.
