massive scale building

I see it on the tech tree, but can never develop it before someone else builds it. It says its much bigger than the terror star, its a social project. The description says something about rotating it around your planet. I think it came with some big Galciv patch.

Anyone know what the deal with it is? I can't find any info about it on the internet.

any idea?
