Can't give gifts

I'm not sure if this is a bug or not. Sometimes I cannot give stars or ships to another race. I'd click on the stars or ships I wanted to give, "send", and then get the "thanks doug" message, but when I scroll down to my stars/ships list, the stars/ships are still there. And sure enough, the stars/ships are still mine once I'm back to the galactic map.

This happens especially often with weaker/smaller races. Is this a bug or is there some kind of hidden factor in play here? (I'm running GC 1.2 with AP)

I think what you are running into is a bug.

Here is what happens,

Bribe a Major say give them 50BC for 10 turns.
You notice that they are still upset.

If you bribe them the second time too close to the first time what you are discribing happens.

Offer all your techs the Major says thanks but they are still avialable for trade.

Gifts, are not excepted by those who you are in war with! Are you gifting AI yau are in war with?

When it says something like, "Ah, more presents" it means that the gift would do no good for your relationship at this time. In this case, the gift is cancelled / rejected, despite the message.
If you really want to give them something and don't care if they're grateful, you could trade it for one influence point.
