First, can owners of Galactic Civilizations get the beta, or do you need Drengin.Net to download it?

And also, is there any specific release date?

You need don't need Drengin.net, but if you don't have it you have to buy it seperatly. You don't get it for free just for having GalCiv. Don't know if there is a release date yet.

Go to www.galciv.com click on purchase on the left, and it will be on the list.

Go to the "Purchase" item in the menu bar on the left of this page and select "Altarian Prophecy D/L when released". You will receive a serial number by e-mail when the purchase is completed which you then need to register in Stardock Central, select "Show pre-releases" and you can then download it.
