As for the terror stars, I still think it should give a morale drop because it's the worst thing you can do, even if it's to your enemy. (And what if you're actually on good terms with the AI beforehand? That's even worse...)

Again, I agree. Except maybe for the "even worse" part: dead is dead. It won't make any difference for them. As for our civ, once we go for mass murder/extermination on planatery scale, does being duplicitous or a liar really make it worse
I've always assumed that even with a flat-out conquest you don't kill *everybody*, it's only the end of them as an independent power. I like to think that when I'm done crushing them, whatever's left of the race is absolutely thrilled to join the Terran Expansionists and find employment in our factories.

Same here. Sometimes, to avoit that a minor is invaded giving to big an edge to my ennemies, I have no choice but to make the strategical decision of forcing their adhesion into my Federation... And in the end, they're all perfectly happy, I'm quite sure
