Tax rates.

I think one of the things I have been doing wrong is setting at the start of the game Taxes to about 60% and Spending to 100%.
My theory is that I can build ships like crazy to expand, research and get diplomatic translators before anybody else.
The problem is my population does not grow...
I think the better starting move would be set tax rate to highest level I get 100% moral.
1) Build colony ships to grab systems close to me Military 100%.
2) Each colony ship should take a good part of the base systems population. Removing population from a system will help keep moral high.
3) Set research 100% to get Diplomatic Translators.
4) Set Social Programs to 100% build Diplomatic Translators
5) Find Alien Civilizations
6) Research Trade
7) Build Freighters
The trick is monitor Moral every turn to keep my population growing and drop Tax rates if I have to.
Will this strategy help ? or should I try something else ?
