Is there any way to make a clock that stays on your destop like destopX that will show you a different time zone different from the one that is in your taskbar?

Here is one Martin did.  There was also one based on Sputnick... I can't remember who made that one though.

LINK There is also a neat little program called Rainmeter (made by the same folks who do Rainlendar). Moshi has some fantastic work with clocks and he has several versions of dual time.... LINK This is one example.  There is also one with several clocks showing simultaneously, all with a different zone.

This is a little (something like 148kb) World Time Clock that show 4 time zones plus your own local time.
Worth a look - click on downloads in the menu on the left and its about the 4th one down on the opening page I think.

You can also use any time zone you wish with Sysmetrix and there are a wide variety of clock objects in the Sysmetrix library here.
