Submit Skins. Boots are my specialty, you cand do some pretty neat stuff with Paint. Or get GIMP and SkinStudio free(they're both free) and mak WB skins. If you purchase OD, the ads will also go away(you may need to cross- reference your account)

What are you trying to upload. The other day I has the same prob with a wallpaper until I zipped the bitmap first. Hope it helps.
