Start 11 - Taskbar overlaps desktop icons after Windows update

After updating Windows today (KB5086672) (26200.8117)) my top aligned taskbar no longer pushes desktop icons down, but instead overlaps them.  This happens in the 2.6 release and 2.7 beta.
