Trade Port giving trade cap slots (not trade points) before being built

Hello All,

title sums it up , when you build TEC trade port, as soon as you place it - before builder even starts to work on it - you instantly get capacity for trade (not points, you get that once done). Unsure if its a bug but a building shouldn't give anything before being built to 100 %

So far the bug has only happened on an asteroid. Ice planet didnt add any extra cap, My colony cap also upgraded a minute before i started building on an ansteroid it so it might've added to the bug
