Create Fleet template

Hi,

Playing SuperNova, latest patch. I am a humanoid civ with over 20 logistics. I want to create a fleet and have my shipyard build it. According to AI this can be done, however I do not get any of the 'tabs' that should be displayed in the top right of the shipyard. i have tried changing resolution, game in windowed mode, etc. Still no luck. AI indicates this is a known UI issue. Is this an AI hallucination, or can this be done?
