AI planetary monitor plans option does not seem to take effect

So the option says I can use it to reduce crime on the selected planet, but it never gives any option to select a planet. The popup text says it reduces crime by 5% across all worlds, but I don't see that as taking effect either. What exactly happens with the first option apart from giving 2 precursor nanites? Can this message be fixed?

 

Hopefully that will be the last issue I see for a while :) I feel you should send me a free code for the latest expansion pass for all these finds :P

If you mean the crime reduction it does or did (I take the money) not sure after the nerf to BC rewards 

IIRC you will see it if you mouse over the planet's crime score
