Fences 6 crashing and Start11 using unreasonable amounts of cpu after windows update KB5065426

i just updated my windows 11 (build 26100.1 to build 26100.6584, windows update KB5065426), and as soon as i tried to use a fence, my explorer started repeatedly crashing. After it did that for a minute or two, it gave me a popup telling me it disabled fences after it couldnt start up correctly, but my explorer stayed crashing and my cpu usage was still at 99% for like a solid minute. after that everything was fine, until i tried using my start11 features. those dont crash explorer but they do temporarily push my cpu usage up to 100% while i try to use them.

I was able to fix this by uninstalling the update and reverting back to build 26100.1
