Can't colonize newly created world

One of the artifact rewards was the creation of a hither to unknown planet ripe for colonization (Schaeberle 1). However, I cannot colonize it. It must have been created to close to the asteroid fields. Screen pic and saved file in link.

The ship next to and facing the planet is a transport. Transports conquer. They can't colonize.
