Kimberley's Refuge should be non-buildable in Mountains (nvr mind.... not a bug)

Not a bug. The following is a "Ravine", not a "Mountain".

My bad.....

According to the tooltip, Kimberley's Refuge should not be buildable in mountains.

But it does not stop me from building it below:
