Wrong language in dialogs

I quit playing GC4 a few months ago for several reasons. One of them was this.

During a game different dialogs will have a language other than English. I thought back then, well certainly this will get fixed quick.
Yesterday I though I'd give it a shot once again, and guess what...still not fixed.
To me this makes the game unplayable.
There's no need for me to send a save file or even any more information on this.
All you have to do is play the game. It will happen eventually.

OK. Verified files and 3 were bad. Steam updated them. Still happening.

Those three files are Launcher files that have to be returned after every start.

I too have gotten non-English text however mine was just in a ship pop-up one of the lines were not English.

Have you downloaded any user created civilizations from the workshop (either Stardock or Steam)? I did, and in my next game I started seeing Spanish (or maybe it was Portuguese) text. I tried deleting the civs from within the game and found out that doesn't actually get rid of the files. Once I went into file manager, deleted the downloaded civs from Documents\My Games\GalCiv4\Factions and started a new game I have not seen the Spanish again.
