Unnecessary scrollbar for citizens on planet management screen

The citizen list in the bottom left corner of the planet management screen shows a scrollbar when reaching more than ten citizens, but the screen has space for at least 40 citizens:

Would be nice if all available screen real-estate would be used.

Are you playing at a screen resolution higher than 1920x1080? Just curious.

Not sure whether this looks better:

Citizens squeezed in the middle with an unnecessary scrollbar and lots of unused space below the planet stats. Which is unfortunate because the citizens I don't see at a glance are the new ones that need specialization. Too many clicks!

I'm running the game on 2560 x 1600 with UI Size "Normal (HD)" because I don't like resources, especially modules, to scroll out of sight on the top right.
