Tutorials still show up even if disabled?

(posted this in Steam Forums too but didn't know if I should use these instead here?  Also apparently if you post in support it still shows up in general.)

I have an issue that my tutorials don't seem to ever turn off. I have them disabled. (both options). Yet each time I load a game or start a new game the tutorials still show up when I visit individual sections (like Civilizations, Leaders, Cultural Progression, etc...) They just don't seem to go away no matter what I do.

OP fixed his problem as was posted on Steam edited the xml files.

Should have just been able to unselect tutorials and the screen explanations, but for some reason it did not work in OPs case.

Even if you click disable, they reinstate every time you load the game.

Verify your files, I have had them reset after an update but never on exit then restart.

This leads me to believe there is something wrong with your install, files missing. 

If this does not work you are going to need Tech Support's help;

Also, do not have both GCiv and GCivSN installed at the same time as they use the same My Documents folders right now and it's causing issues with settings.

Yep in my case for some reason it just wouldn't write to the file.  I don't get it?  It was resetting it every single time so I just edited it manually.  It was a bit wonky and not sure what was causing it.
