No Bigger Ships

I have researched the tech for Battleships over the course of several game restarts and I never get the option to build the bigger ships.
Is there another tech I need to research? What am I missing?

I have tried the Ship Designer, too, and the option is not available there either.

If its not showing up in the ship designer, it does sound like a bug, Ill have the team look at it
