Need More Administrators Bug

I am trying to create a second starbase. The button is greyed out. The tooltip say "need more administrators". I have 99. This is a vanilla game with no DLCs.

1st, Check to make sure that the starbase you are attempting to construct is at least 3 hex tiles away from any existing starbases arround it... If that is not the issue, then 2nd - save the game and then immediately reload that save because sometimes the "greyed out" problem disappears once you reload it...
