Ships not being destroyed after combat

I am having issues with the game that when I engage in combat ships are not being destroyed.  Pirate of computer player ships that I attack will be indicated as destroyed in combat, but return to full health once combat is done, and ships I loose in combat are restored to full health after combat.  After combat is complete I get the idle fleet notification but am unable to do anything with the fleet that was in combat without saving and reloading the game.

I have tried removing items from steam workshop, adding dlc content and it still happens!

This is the most disappointing game i have ever purchased!
