More diplomatic options: peacemaker. These possibilities could be added in direct diplomacy with another civilization: offering something in exchange for making peace with another (now there is only declaring war on another)

I like this idea but I think it should only be an option that a Race who've acheived a certain diplomatic standing (ie at least been nuetral to both parties in the war) can access - if I'm the Terran and the Torians offer me something to make peace with the Drengin, who I know they're very diplomatically matey with, I'm saying NO SIR! Alternately, you could make Peacemaker an option for more benevolent Races and Diplomatic Heavy an option for more evil Races, two options that acheive the same thing. Peacemaker does it with a smile, Diplomatic Heavy does it while pointing a blaster at you...
