Military bases do not attack

Hi, 

I have build a base near the entrance point in my sector, I am at war, however the station doesn't attack the enemies even when they are stationary inside their bubble.

Had enemy fleets stationed next to the station (touching it), still they didn't got attacked. Other fleets just pass through the bubble, no damage either. (see the fleet is inside the bubble).

This is something I'd really love to see fixed sooner rather than later in GalCiv. It's been a long time coming and I'd cheer to see military bases hold their zone of control and use their force. I'd be dismayed if just more DLC's come out and the Military bases don't get fixed.

What are "military staircases"? For a moment, I really got excited about the potential Doomsday weapon that is the military staircases!! LOL
