Doing a bug check, how much promethion do you need to have before you start seeing a growth bonus for the Onyx Hive, and where would you see the bonus?
Not sure but you can mouse over the growth on a planet to see the bonuses/penalties.
well u also see the bonus when you hover over their portrait and see that the 0.5 growth rate has changed to something higher, but i honestly dont know when this happens. it was a version a few weeks ago but i had over 50 promethion and saw no increase. and whatever it is i'm guessing it starts out slow. i tried the strat of going strait for 2 constructors first and rushing nearby purp stars for prometion, but i never saw an early game increase from that. the tactic u have to use with the onyx is to be aggressive at the start, and use your ships 2x hp hulls to overtake enemy worlds to counter their low growth rate. if you can have commander ships in your fleets you can use your promethion to repair your ships, making them even better in the longrun. onyx are beasts 
I started a game with them yesterday. Their growth didn't seem right, but I was thinking it was adjusted slightly in one of the recent updates. I decided today it wasn't right, so I checked the same way I did much earlier when I found it wasn't working. That was fixed and has been fixed for a while.
I just finished testing in 1.01.343914b on TEST. It is definitely broken again. Promethion does nothing to growth.

This has been an issue since the beta. I've played as the Onyx a few times and when you mouse over the growth rate there is never any reference to promethion stocks.
If it has no bearing on growth rate (which it really doesn't look like it does and I've never seen a tool tip for it) it should be removed from the race description.
Promethion does affect growth rate, but only when it's not broken. It was broken when the Onyx Hive were first added, then it was fixed. Now it's broken again.

Ok good to know. I would strongly suggest that when it is fixed it is mentioned in the tool tip so people have an idea how much growth is affected by your current stocks of Promethion.
