Question on Starbase distance and zone of control

(1) How can I see the area that is within range of a starbase?  Presently, I can only see it after I create it.   (2) Can the relic and the starbase be outside of the Influence Range and still benefit my civilization/planet?  Or does it only help when they both are in the Influence range?  

Thanks.  I am having a lot of trouble understanding the GUI.  I played GalCiv3 a while back and I do not remember having problems with the GUI.

(1) There is a faint circle around the constructor you use to create the starbase. That circle marks the limit of the range. You might have to zoom in to see it. When your constructor gets close enough to a resource or relic a line will appear from the resource/relic to the constructor indicating that the resource/relic is now in range. Again, you might have to zoom in to see it.

(2) No. The only benefit you might get from a resource/relic outside the starbase range is if you later manage to expand the range of the starbase to get them inside.

Hi Publius.  For #2, I poorly worded my question.  I meant to ask that if I had a relic within range of a starbase, but both the relic and starbase are outside Influence range (very far away), will the relic benefit my civilization despite the distance?  Thank you.

Yes, the influence range has no effect on relics. Also, in a few turns your starbase will extended its influence around the relic.
