Non-survey ship leveling .77a

Is it just the "new norm" that we can't give upgrades to non-survey ships when they level now? Or is it a bug?

Inquiring minds wanna know. I don't want to waste my precious scarce leader resources; by assigning them as commanders for ships that are just going to be obsoleted in a very short amount of time, because they can't be upgraded.

We intend to make it so you can upgrade commander ships as well. But its not in yet.
