Tax rate

Much higher Aproval penalty than in Tooltip mentiond

The normal Tax Rate give me an Aproval of 72%, if I hover over the medium Tax the Tooltip shows "modifies Aproval by -12%".

It actually give -30% Approval.

It´s the same with all higher Tax Rates no issue between Low and Medium.

Citizen:         Normal Tax: no complain about Tax Rate!

                     Medium Tax: -30 Aprova Cause of to high Tax rate

To reproduse start a new game and take a look at the Civ screen

That's a good point. I put this in the category of things that I noticed but didn't recognize as a bug.

Come to think of it, the penalty for a medium tax rate is so high that I can't imagine when it would be the right choice. Never mind high. I'm fine with a narrow set of choices (instead of the old slider) but maybe it could be a better set of options.
