Is there a way to send cargo hull as scout and upgrade it and colonize on the spot?

Someone said something like this on steam forums but there are no population on upgraded ship so how it can be done?

It cannot be done. A colony ship must have at least 1 population to colonize a planet.

(but you can do it with constructors)
