Bug With Starbases

I have a starbase that encloses a Research Relic (see first screen snapshot below), but when I hover over the relic the message indicates that my starbase is NOT studying the relic.  When I enter the starbase (see second screen snapshot below) it does not show that the Research Relic is being studied.  Is there something that I am missing about how the starbases work?

There's a tech you have to research that unlocks a star base improvement you have to build to study relics. Your pic shows you haven't yet built that module on your star base.

Here are 2 screen snapshots of another starbase that is studying 2 Research Relics so I don't think it is a matter of not having researched a tech yet.

Your second pic shows that you've built the Ancient Studies Center on that star base. The pic in your first post showed you hadn't built in on that one.

You cannot build a module to study a relic unless the starbase has a relic in it's area of influence.  The second screen snapshot in my second post shows that the starbase has 2 Research relics.  The second screen snapshot of my first post does not show any relics.  The question is, why doesn't the starbase in my first post show that it has a Research relic when a Research relic is clearly inside the circle of influence for the starbase?

Ok, you got me. It does look like the relic is within the star base's range.

I've looked at the screenshots and may have the answer.  I first thought that another starbase had already claimed the relic, but the tool tip in the first screenshot would show that.

I then looked carefully at the ring around the starbases and noticed something.  For the one that works, the ring is well past the relic.  For the one that doesn't work, the ring doesn't reach past one small part of the tile with the relic.  The tile isn't 100% inside the ring, so I'm going to guess that means it is considered to be the same as not being in the ring.  If it's not in the ring, it can't be studied.

That's the only answer I can think of.

The circles do not accurately depict the ranges.  It is a "feature" that acts like a bug.  I hate the circles for that reason.

Best bet is to count the number of tiles (base is 5 tiles from starbase, improved by Starbase Modules, etc.)

If you can extend your Starbase range by one (with tech, or modules, or whatever) the artifact will be in range.

(edit) : to be clear, it looks like your Starbases have a range of 10.  The Artifact is at range 11.  The graphics show it inside the circle, but it is not actually within range of the Starbase.

Suggestion for the developers:

If, as you move a constructor, the circle around the constructor does not accurately indicate which resources and relics will be captured if you turn the constructor into a starbase, perhaps you could visually indicate which resources and relics will be captured by highlighting them in some way ( background color change, brighter color, enhanced border, etc.).  Either that or stop using a circle and instead outline the cells that would be affected if the constructor were to be turned into a starbase.

I would prefer the hexes themselves to be highlighted, but highlighting objects which are within range would also be acceptable.  Right now I manually count hexes, and this game is supposed to have LESS micromanagement.
