I've only been playing the Terrans. This has happened twice--once on 0.6 and now on 0.65. I have a size 18 planet that is full. I used the Chimeric Biomass to get additional tiles, The planet screen now says it is now size 20, but there are only the initial 18 hexes on the planet.
I've experienced this, and also it giving only 1 tile. I think the tooltip should read "up to 2 tiles". The artifact always does give the promised food bonus.
Ok, so this is not a bug? It's just that there is a % chance on if you get additional tiles, and how many (max of 2)? That's kind of rough for something that you have to find, its a limited supply and so you try to use it very strategically. Really wish they made it a little more consistent.
Oh, I'm sure it is a bug. I was just observing that it gives anywhere from 0-2 tiles, and does always give the food bonus. They should either fix the tiles, or the text.
It seems like perhaps the artifact isn't able to tell which tiles are already available on a planet. It would be good if it was able to check to see if a given tile is already buildable and if so, re-select a tile until it gets a free tile. Or if a tile is already buildable, give the tile a 3x buff for all disctrict types if it doesn't already have one.
