I'm new here, I don't really know if this is the right category place but I wanna ask, is there any accurate Windows Vista theme that exists on Windows Blinds? (im running windows 10 ltsc). Like the transparent taskbar, ui, aero? Just wondering since I can't find any as of now.
VISTA is an older OS and skinning the OS changes over the years. There is one good skin I can think of that you might like, VISTA Plus.

If you want a fancier looking Vista, this one is great: FLASH LiveSystem
Of the three posted I think Nikos's Vista Plus is the cleanest best represented.
Niko's skin is fantastic, but that's not what the op is looking for. Btw, The skin has been updated now and the name has been canged to Windows One.
