I don't think anyone could answer this post. What is that even an image of, I have no idea.   

That it in the startmenu down where it says all programs and trust me i went there to change it and nope did not work so i have no clue where to go.

This is old but I think it still works:

Expanded All Programs list text color is defined by:
Startmenu and Taskbar / Startmenu / Left hand side / Programs list [Text] tab, 1st "Unused (ignore)" state is Normal, 2nd "Unused (ignore)" state is MouseOver

Expanded All Programs list text font is defined by:
Startmenu and Taskbar / Startmenu / Left hand side / Item mouseover [Text] tab. Both Normal and Mouseover work.

Expanded All Programs list background color is defined by:
Startmenu and Taskbar / Startmenu / All programs / Background / [Extra settings] / All programs list background colour. If that hasn't been defined (i.e., "o/s default") it uses: System Colours / Button Face

Ohhhhh, now I know what it is, thanks Dave. Yep, you are exactly right, and SkinStudio still needs UPDATING! Please Stardock????

That did it thanks DaveRI needed the back ground chnaged thnak you vary much 

Going to ask this again last time does anyone know if you can still chnage font size in the place list and program list because i can't change it nore change the font style i understand what Basji said about he did not think it could be done anymore, so asking again he was only one who has answered me on this.

The font on the Programs list Item Mouseover image and the font on the Programs list image itself need to be the same. That is the only way to get the font to change, whatever you set the Item Mouseover to, set the Programs list to be the same.

I feel like I have to be misunderstanding, but if you're asking about this text:

it's all controlled by this one thing.  Looks like Mouseover is ignored, both states see to use what is in "Normal":
