Game stuck on “wait” turn won’t advance

I cannot advance past turn 252 in my game. I have tried reloading my save multiple times, restarting my pc, I’ve ensure setup different researches, ship movements, etc. but every time when I try to end turn on turn 252 my game gets stuck on “wait”. I’ve also tried loading various auto saves with the same problem.

I figured it out, it was a survey that was locking up the game.
