I actually never quite understood the lady screaming at the cat.  What is it supposed to convey?

The screaming lady represents an obnoxiously vocal/opinionated person, while the cat represents an average joe just trying to peacefully go about their everyday life who ended up getting berated for some innocuous thing, and the juxtaposition is usually really funny.
