4 Files failed to validate

Factories and Factory Improvements Missing

I just purchased a new gaming computer and installed Galactic Civilization III with all updates and DLC via Steam. When playing, I noticed that factories did not appear in the build que for colonies, even after I researched the technology to have them upgrade to megafactories. The Megafactories do not appear either. There may be other elements missing that I have not yet noticed, but factories are reasonably important. I exited and ran a verification of the game files and it states that 4 files failed to validate and would be reacquired. It does this, and when I immediately run file validation again, I get a message that all game files validated successfully. When I start the game again and try to play, the situation repeats - no factories and 4 files fail to validate and have to be reacquired. Something about starting the game, big or small, seems to corrupt the four files. 

I've removed the game and completely reinstalled, but the problem immediately returns.

Any suggestions? My next step would be to remove modules of the DLC one at a time to see if any of those are the issue. Could there be an issue with the order the DLC is installed?

When you start GC3 for the first time, it customizes 4 files to your hardware/software configuration, so from that point on they will always fail to verify. That's normal.

As to your factories problem - what version of the game do you have, what DLCs and expansions, and do you have any mods enabled? And what race are you playing as?

Synthetic races (Yor) and races with the zealots ability (Drengin, Snathi) don't have factories.

Try starting a new game.

GalCiv 2 saved details like the tech trees and other data to their save files. GalCiv 3 might be doing the same. In that case, then the only way to fix this is to start a new game. The presence (or absence in this case) of planet improvements will travel with the game save file.
