Taskbar and Start Menu do not skin??????????

If I leave my WB 4.0 settings in "User Overrides" "only leave controls in theamaware apps." it still messes up some apps. (like WS_FTP Pro and FS9), so I have to putt them in the "Per Application" exclude list, which can become a huge task, since some apps. have 20 associated ".exe" files.
Now I want to set it in the "Only skin apps in the inclusion list", but I don't know what files to putt in there to make the Taskbar and Start Menu skinable.

Somebody knows?
