Second hand games

Hi, I've been playing Sins & Sins Trinity for a few years, but always off line and (very) recently purchased Rebellion via eBay.

Box and contents are all there, but when registering for the Steam account, found that I'm unable to use the product code, shown on the booklet as it was previously registered by a previous owner.

I have contacted the seller, who is unable to help me, and I'm unable to see the subject in the FAQ's.

Is this an issue that can be solved?

I think the easiest way to solve this is to contact the person you bought the game from on Ebay and ask them to permanently delete Rebellion from their Steam library, which Steam has allowed since late 2015. Although the way you've worded things, are you actually the game's third - or more - owner?

Yep, not sure who you bought it from on eBay. However, it is possible they already redeemed it online on Steam. We recommend people buy from reputable sources such as from Steam, our own store or a partner like Humble.
