• Disable any Nahimic sound stuff.
• Verify you have the latest graphic drivers.
• In the NVIDIA control panel try different scaling settings.
• Try different resolutions.
• Try reducing any in-game graphic settings.
• Right click > options > compatibility > disable fullscreen optimisation
• Verify the game cache
• Go to Windows Defender->Virus and Threat Protection->Virus and Threat Protection Settings->Manage Controlled Folder Access and try removing the Sins install folder.
Go to the game install folder. Right click on sins of a solar empire rebellion.exe, select properties, compatability. check the box for disable fullscreen optimization. then click change high dpi settings. check

I would really like to have a remote session with a dev to troubleshoot this with me?

Follow the steps on this post. The Windows 10 "Full Screen Optimization" setting is the most common cause of this.

I have tried having "full screen optimization" both enabled and disabled and it still does not launch. I created a shortcut of the regular executable to force it to run in windowed mode. That does not work either. It always crashes with a minidump error. The developer exe works fine...
