Cannot Access Online Themes

The online themes are not available for me. I get error "Unable to connect to the servers. Please check your internet connection and try again later." I've reinstalled 2x, and turned off the firewall and disabled the antivirus. No luck.

What country are you in, what ISP are you using and can you access www.wincustomize.com in a browser?
