Control panel icons will not change regardless what I do

Control panel icons not changing

I have done everything I can think of to change the control panel icons and nothing has worked.

1. Package builder (lot of time wasted) didn't update any of the default icons
2. Rebuilding icon cache and removing it entirely.
3. Changing permissions by adding my login and also setting administrator to Full control -> Computer\HKEY_CLASSES_ROOT\CLSID\<<Various identifiers>>\DefaultIcon

This is NOT an isolated event. I have had this issue with IconPackager on every version with Windows 7 and Windows 10.

Unless there is something I am missing - I might as well never buy a icon package again since I cannot use all of them.

Do you have Control Panel Icons enabled in settings ?   

Also , do you have Anti - Ransomware software enabled ?

Mine have never changed, other than folder icons found in control panel.

Your funny! Of course that is checked. All are checked except two items in settings: restore default icons BEFORE installing new icons and Cursors.

Yep. I don't even know why the devs put it in there other than to frustrate those who never see them!
