SoaSE v1.94 and Above Crash on Startup

I'm having an issue where my Sins of a Solar Empire: Rebellion crashes on startup, and produces a minidump error. I've taken a recording of the crash, and can reproduce this 100% of the time. So far some of the attempts I've made to fix the problem have been going through all of the FAQ thread solutions, and some in addition including installing on a different drive on my PC. The Windows Fullscreen Optimization fix does not fix my issue, neither does launching the game in windowed mode.

There are currently two things that make the game run on my system. If I play the current version using the dev.exe, which does not allow me to connect to multiplayer, and if I roll back the game to any version prior to 1.94. All previous versions of the game run fine, but 1.94 and 1.95 opt-in do not.

My system information:
Windows 10 Pro: 10.0.18362
CPU: AMD Ryzen 5 3600
GPU: GeForce GTX 1070
RAM: 16GB DDR4 3200hz
MoBo: ROG STRIX B450-F

To reproduce the issue, all I have to do is start the game, and get an instant crash. This happens when using the Stardock Launcher, AND the game executable in the install directory.

I can confirm this.  When I tell steam to validate the files it tells me one failed and it will be reacquired.  I try to run it again, fails.  Go back to steam and voila the same failed to validate issue.  I recently reinstalled it, something is wrong with the current steam distribution.
